Unknown button found Ontario,Canada .

Hello . We found this button in antique shop , Ontario , Canada .
9 stars in top semi-circle , same on bottom .
Seems to have a somewhat off centre stamping.
No contour , just flat .
Back has extremely faint lettering surrounding loop . At least we
think there is a makers stamp .
We're not sure if it's Canadian , American or British .
Any suggestions , thoughts ?
