Default Norfolk Regiment Belt Buckle

This Drum Major is taken from a photo I have recently acquired of what appears to be a Norfolk Regiment Territorial Battalion Band and Corps of Drums from WW1. All of the drummers in the photo are wearing the standard S shaped belt buckles but the one worn by the Drum Major is clearly very different. Although he is wearing Territorial shoulder badges, I am wondering as to whether he would have been a regular assigned to this Territorial Battalion for training purposes and he brought this belt and buckle with him or as to whether Senior Territorial NCO's used a different pattern of belt buckle.
Would like to clarify this little mystery so any help appreciated.
