Default RE Greneade- no wreath

Please can anyone identify the grenade in the picture without the 'UBIQUE' scroll? There is no indication that the scroll has been removed.

It has 9 flames making me think it is RE related. Might it be Territorial Force or is it not British?

The loops on the reverse are not of great quality when compared with the normal RE grenade.

I think this has been covered recently, if you use the search function for RE wreath IIRC it is something to do with colonial units I think...

I can find info on old threads about similar RA grenades but nothing positive on RE ones.
