That seems a very possible/probable idea as it would 'secure' the badge , so perhaps the "NDC lapel badge" mentioned in post #1 and the "badge that can be worn in the buttonhole" from the Recuitment poster were actually what was (miss)identified as a cap badge ? (or was a dual purpose item)
