It appears to have been dug up?

The 3rd Battalion Canadian Expeditionary Force was the '3rd (Toronto) Battalion, as were at least ten other Battalions, not counting the 'Toronto Beavers', 'Toronto Americans' and more. This could very well be a shoulder title for one of those, as the style fits other curved Cdn shoulders..
