Good Evening,
Is this chap Senior police, prison, or something else?
He has a white circular patterned badge on his right sleeve

I'd agree with Leigh about the St John Ambulance badge on his sleeve, looks like a senior officer's tunic, but as to police or prison I couldn't say. Hopefully the more knowledgable will chip in.

Definitely police in my opinion. The hat with the band on the peak was only worn by the Scottish Prison Service but the crown badge worn isn't representitive of them.

Bantam,
Is spot on Prison officers do wear the St John badge on their sleeves late 19th early 20th century but hat insignia is Wrong for HMP Staff, also with kings crown GV by the looks of it, Principal Officers who wore Bullion at this time were wearing four pocket tunics officers just had top pockets.
1937 seeing the introduction of the well known HM Prisons Cap badge Brass other ranks, Principal Officers and above Gilt Brass badges were introduced.

A police inspector wearing the generic cap badge of the period as used by a number of UK forces.

Markings on the photo are an indication of the location in which the photo was taken - but in my experience can be misleading and photographers frequently travel many miles to carry out work.

Your right there Dave, some times photographers and locations can be misleading. In this case there are no markings of any kind, save for the pencil wording on the rear 'Boston Collection' I take it that means it's from a collection of a person called 'boston' as opposed to the place in Lincolnshire, where that force had their own badge.
