Default 'Welsh' Shoulder Title? - ID, please

Would I be correct in thinking this S/T says 'WELSH' ?

I just couldn't make out that title properly. This regiment wouldn't have worn something other than 'WELSH', would it?

Yes I believe it is Welsh too, it is just the angle and reflection of light that makes it look odd.

The 16th Battn wore Welch and we believe the 11th also did, both Cardiff units.
