The trouble that you have is that many regiments including several Cavalry regiments used the Prince of Wales Plumes as a cap and or collar badge. There was another thread recently with a similar badge. Seeing that you have mastered the uploading of photographs to the Forum, could we please have a view of the back as this often tells us more than the front.
However, what its not is a 10th Hussars Tent Cap badge, this has longer tails to the feathers and it has the Ich Dien motto on 2 small sticky out bits, yes that's a technical description.
Ive had a quick look at the Churchill and Westlake book on collar badges and its not shown there.
I hope that this helps , maybe just a little. As an after thought it might be a civvies lapel badge, but a view of the back will help in this regards.
