Flying cat and snake...military or ???

Hello Folks this has been in my unidentified box for some time,it originally came in a box oddments,it doesnt appear to have had any type of fixing on the reverse . I like it a lot...just wish i knew more of its history or what the cat with wings eating the serpent is representing.

Anybody have any ideas ? much googling has led me nowhere
