Default Two cloth badges

1. I am told the shield is from Austrian, but for who, (3x4 inches).
2. Not sure if this is United States or France, (1& a half inches).

Nearest Austrian I can find is 1 Corp but design is different.

Regarding the U.S. overseas service bars, each bar represents six months.
