Default Blank scroll BW badge

Hi All
I recently got this Black Watch style badge with blank scrolls. The style is what I would expect of a 9th Batt HLI badge with the curled ends rather than the dove-tails on BW badges. The questions I have are...
Why would anyone blank the scrolls? Firstly, if they were blanked, it has been done very evenly and it is difficult to see a break where letters may have been, but the surface isn't too even so suggests there may have been letters.
Secondly, were there any battalions which did have blank scrolls?
Last, any other opinions which unit this badge is from...?
