WIS shoulder title

I have tried searching for possible identification of this title but have not come up with anything concrete.

Does this look like something you may have seen before and have a positive ID for?

It is sheet brass stamped out (can see rough edges around letters to the reverse of badge) and with two copper wire loops soldered.

Suspect it may be WWI related
