Default Help Identify Uniform Believe circa1939 SAAF

A relative whose Rank# was 96023 A/Mec L.W.K. served at Swartkop Military Base. He died on June 18 1940 when plane crashed near Pietersburg during a transit flight from Zwartkop to Nairobi. He is buried in Thabe Tshwane New Military Cemetery, Gauteng, S.Africa.
Is the man in this photograph wearing an SAAF dress uniform. Would appreciate information.
