Steve,

Have a look at Clan Wemyss, they have very similar Swans on theire badges and Je Pense, ( French for I think), is their motto.

It might be a uniform badge of the Wemyss and District Tramways Company Limited. There is, apparently, a rare badge known to have been issued after about 1908 which is something of a mystery in tramways circles and it could be that badge. The previous cap badge was a large round badge with the swan and motto in the centre. Hold tight now please!!.
