Default Semper Paratus winged wheel badge

A friend gave me this at the weekend, after asking on facebook he was told it was a Canadian cyclists badge which I'm sure its not.

I have googled it and found several other examples most of which have more voiding but no description, although several appear to be for sale in South Africa?

The straight scroll on one of the others appears to say RAMB or RAHB?

Any thoughts welcome as to what it is please.

To keep within the forum rules, I'm not planning on moving this item on but one day it will all have to go.
