A quick Google's produced illustrations of a similar crowned ERI badge as Canadian, a new one to me but no doubt we'll known to collectors of Canadian.

"According to GO No.103, 1st July 1901, a Permanent Force unit of mounted rifles were to be formed in Winnipeg, formed as A Squadron, Canadian Mounted Rifles. The new badge with an Edwardian (ERI) cypher surmounted by a Tudor Crown, with a smaller version used as collar dogs, with a mounted rifle “MR” used as shoulder titles."

A photo of the above described insignia is captioned "School CMR Cap,Collar and Shoulder Titles".

I wouldn't think he's a Canadian, is the badge a form of "general purpose" design used by various nationalities?

Yes, that is the unattached general list ERI badge for the Indian Army, along with the white cap cover sometimes seen in India. I believe the photo was taken there.

So Indian Army as I thought but also as I now know (thanks to Google) used by a Canadian unit, I wonder what other nationalities may have used this badge.
