22nd Beach Group/Beach Brigade. Often declared to be for D-Day but actually formed for potential invasion of Japan. The IWM says the badge was chosen as it was stripped of its flight of Air Observation Posts and, thus, "did not fly", hence the punning badge. The penguin on the IWM site is much more detailed.I fear this is a modern copy.
