Sometime in the 1980s I bought some medal ribbons from Pakistan. When they arrived the parcel contained a badge similar to yours but with my initials embroidered in the centre. It was a sort of trade sample to go with the catalogue I also received. Afraid it was consigned to the bin years ago so not available to illustrate.

Just my early morning thoughts. It has a slight look of a WD/RASC/RCT civilian officer hat badge ? As to the TD maybe Transport Department ?

But as said it could be a trade badge made up for a person.
