Hi fearnaught. This patch was one worn by the various Auxilliary or Special Services in the Canadian army / navy / RCAF. The patch was worn on the uniform by members of the Salvation Army who provided services like canteens, hostels, etc. These are associated with WW2, both in Canada and overseas. They wore various uniforms, some battledress, some a type of service dress, and some an organization uniform (like the Salvation Army uniform).
Note, in WW2 "special services" meant services like the Canadian Legion, YMCA, Salvation Army etc and NOT commandos or speicial forces.
The WAR SERVICES tab was worn both on the upper sleeve, and the epaulettes. The larger patch, like yours and the ones in my image were worn on the arm.
