I think they are actually the enamelled bars of merit awards worn by American police forces?

i have had a few of these all made in england the enameled ones ,one is by THOMAS FATTORINI regent st birmingham 1927- 1986

the other by E.S.A , LONDON which was subsidury firm of firmin i believe

the bronze one has a fixing similar to our military sweet heart brooches

Smile enameled bars

They could also be the bars worn under the badges of the South African forces, i have seen a few of those recently worn at a South African's veterans dinner i attended.
