Brass Epaulette Insignia

I can't find this insignia. The copper button has a Coronet and an arm holding a snake in its fist. Research shows it could be the 'Leach' family crest. I thought it was a Navy Anchor until younger eyes pointed it out. The front has 3 different horns/bugles with what could be an open book. My head says it could be military Band related but that's a guess.

Not thought of French. If I'm right about the Leach family crest but if it's a French piece the copper button would be something else. Thanks
