Not that modern.
It was worn by the Royal Netherlands army when they wore British type uniforms. Someone can give you the date, mid 1960s?, when the Dutch uniforms changed and their badges became a collar badge that was worn on a coloured backing. In the case of the cavalry the piping denotes the regiment.
