Default Worsted Slip-on use?

A question has come to light in my cloth shoulder title research. It appears that the worsted shoulder titles were never intended for issue to officers. Documentation indicates this, but it has not been found spelled out in RO's or dress instructions. And, it appears that even though there was no intention of officers wearing slip-ons, some may have wore them. (It would be counter productive to do so... the rank stars would be covered by the slip-ons.)
Any thoughts welcome. Any images even more welcome...
