Default Pakistan Badge of Unknown Origins

I have this badge for some time but for the life of me cannot identify which unit it is for. Is it Police, Army or something else? The letters PAK - S.P.E. on the scroll identify it as something Pakistani but that about all I have been able to come up with.

The Crescent crest seem more Turkish that Pakistani though.

Can anyone help, please. Thanks

The crescent with star as shown here is seen in more Pakistani badges.

Sorry, but untangling a monogram in Latin characters is often already very difficult as many threads on this forum show. For Arabic it is, at least for me, asked to much

I tried to interpret it as a spelled out S P E, like "as" "pee" "ee" (as it is often done in these regions with English mnemonics), but failed.
