Looks like an unfinished item which has not completed the manufacturing process. The "gash" metal surrounding the "rose" should, I would suggest, be cut away and then fittings (of some sort) added. The end of the process would involve the item being plated. Possibly cape fasteners??

....what size is the Rose?
Derbyshire Yeomanry Cavalry Officer's felt hat badge (2nd Boer War): A large rose in khaki-bronze matt finish paint (worn off the above example), 5cm in diameter. Worn with a stamen between two petals at top-centre. Approved 25th of August 1902 (KK1333).

Have measured them, they are 35mm in diameter. There is also no stamen. The flat outer part is too well shaped to be waste metal, although I agree it looks an unfinished badge.

With reference to the gash edging, seems strange that someone has gone to the trouble of leaving a specific shape on the right hand side?
