Whilst the short answer is that I don't know, however it has the Staffordshire knot on it so that might lead you / us somewhere.

Found a pic of a similar style badge , described as "Canadian Pacific Line" .

It may be a club badge.
Staffordshire has a number of sailing and boat clubs, but the steering wheel suggests a motor boat club. Why not ask this club: http://www.staffordcoastalcruising.org/ |

I noticed that as well but thought that with the similarities in the badges the one in question may have some connection to another "merchant" ship ?

The knot is upside down for a Staffordshire Knot. It is a simple overhand knot that has numerous sailing and maritime uses.
