Default Unknown Shoulder Title ?

I have this T O "Shoulder Title" in brass 15mm x 10mm with 2 lugs.
Could be Training Officer or Technical Officer or something else??
Can you ID please?

"Trucial Oman"? They had "TOL" for Trucial Oman Levies, could there be a "TO" worn above a seperate word or similar?
