Default Wolf Badge but what is it for?

Hi all
This badge was amongst my father's things. He served in South Africa during the war so I wondered if it might be South African perhaps? Someone else thought it might be a scout badge but I thought they always had the fleur de lys on their badges as well.
Has anyone got any ideas?

Default Belgian Air Force badge

Hi,
This is Belgian, as Marc suggests; it is a Belgian Air Force Dog Handler's trade badge.
