The front look quite nice, the back looks DIY. I like it although i don't know who it belongs too. Hopefully someone else may comment now.

Can't recall where i've seen it, similar star with a more modern crown, not cap star though, assuming this is an earlier rendition? special as in not ordinarily worn - Regards Mark
