Default CORK brass title

Can anyone shed any light on this item.
Is it military and if so who would have worn it?
Secondly is it genuine?
If genuine will be posting in Sales section.
Thanks Tony.

Thanks Jon.
Here's a description of the metal version from the IMW web pages, unfortunately no image.
http://www.iwm.org.uk/collections/item/object/30074081 and this entry gives dimensions that match item in original thread http://www.iwm.org.uk/collections/item/object/30102465
