It's Vancouver, of course it was raining. If not indoors, then at least when these WDs marched past the inspecting officer as can be seen in these other photos of the same event.

They were probably brought indoors to complete the inspection due to the weather. By the way the inspecting officer is the Honorary Air Commandant of the RCAF (Women's Division), Princess Alice, Countess of Athlone who was the Vice-Regal Consort (i.e. wife of the Governor General of Canada).
