Hello Oliver, That type of title has been around for sometime. It is not Canadian Postal Corps, and is probably not even military.

Not Canadian military, and I also think it unlikely that it's 'Canada Post Canada', the bilingual title of our postal service because it would not have a city specific badge. Possibly a commercial service from Montreal.

Default Corps de Protection Civile

I found out that this title is for corps de protection civile. Probably equivalent to ARP or civil defense.

Well done! Apparently, in 1942, Ottawa authorized the formation of 'Civil Protection Committees', a number of which were in fact created in places such as Verdun, a suburb of Montreal. In fact, Montreal tried to recruit 2,000 WWI vets as Air Raid Precaution wardens. This may be one of their badges.
