RCMP Combined Operational Dive Team I think.
As it's a cheapy looking merrowed patch and rather more yellowy than gold, It might be an R.C.M.P. patch. Found this on the interweb "In and around the busy Vancouver waterfront, the Combined Operational Dive Team (CODT), totalling more than 30 Clearance and Port Inspection divers from across Canada, worked in collaboration with RCMP dive teams to complete underwater security sweeps of Olympic venues and other key locations in Vancouver Harbour and False Creek, the waters off the Olympic Athletes Village."

Perhaps not RCN
I think you have two choices. The writing states the team is made up of Mounties and Clearance and PID's from across the country. Well who has Clearance and PID's? Only the Navy I would suspect unless perhaps the Canadian Coast Guard has a few. That's another possibility too I guess. I would think if it was a Canadian Navy patch they would have used a more familiar dive helmet in the logo or more likely even, a pair of dolphins. It's most likely R.C.M.P. or coast guard (if they even have their own divers). If it proves to be from the R.C.M.P., you should have fellows lined up all day to give you well over a hundred bucks for that patch. Here is another R.C.M.P. patch to compare it to. Also, if it were Naval, it should conform to their trade patch size of whatever they are; about 2 1/2" wide.
