Default Polished or not??

Have these two Royal Malta Artillery cap badges dated 1891-1899, they are similar in all aspects, however one seems to be slightly gilded whilst the other seems very matte. As far as my knowledge goes, this type of cap badge was used by Other Ranks. If so would it be that one lost it's lustre more than the other?? Notice details are very sharp on both.

Any thoughts are greatly appreciated.
