Can anyone Identify this collar .... I`m not sure if its Canadian , British or some other country..

The reason i was asking was, on Ebay someone was selling this collar & calling it a PPCLI Collar..which I know 100% not to be the case but I had to prove it... So Thanks Again !! CHEERS David
