Stepney Raid Shelter Corps 1917 - unusual insignia

Good evening,
About a year ago I came across a newspaper photo of the above civilian corps formed in October 1917 to assist the elderly, women, children etc during air raids. The photo showed members of the corps wearing armbands but lacked detail. There's a couple of blog posts that include information about this corps with a couple of photos of Jewish members (likely of this corps) wearing unusual hat insignia:
