hi all
is this Royal Leicestershire badge genuine and if so a collar or FSC?

It's the beret badge, smaller in size than the cap badge. It is also found in anodised aluminium.
Unfortunately, I would say this is a modern reproduction.

There is a misconception that the smaller size was designed for the beret. in fact the design was changed in 1949 for all headgear and was not bespoke for the beret. Although the large badge had been found unsatisfactory for wear on the beret (hence the change) the regt decided to wear the reduced size badge on all caps including the officers' peaked caps. At that time the FSC was not in general use and certainly not by other ranks. The side cap came back into vogue in the 1970s by which time the Royal Anglian badge was universal.

The issued beret badge was sealed with a vertical shank in both bi-metal and in a/a (for the TA and cadets only as the Regular bn was wearing the East Anglia Brigade badge from 1958).
