Default Unknown tartan cloth

Is this piece of cloth tartan possibly the backing for a cap badge? It came with some cap badges but was loose. It matches with the Highland light infantry cap badge in seize but their tartan is different.

Doesn't look like one of the common military 'setts'. Possibly backing for a civilian pipe band badge? Or just a sample someone cut from a larger piece to show the sett.
