Hello Jonny, The badge in your question is the Ground Observer Corps, RCAF. Your example is the French version, Corps D'observation Terrestre. (Jo or someone else proficient en français please correct my spelling if needed.)
The Ground Observer Corps was a post war organization using civialian and some RCAF personnel to create a visual observation system for air traffic and aircraft identification. Observers on the ground would report aircraft to a central location for verification or interception. This was prior to the development of the comprehensive radar warning systems and was phased out as the radars came into service. The French language badge is relatively scarce.
