Superb. I love the home made cuff rank insignia.

a nice early pre WWII service dress tunic with waistband seam and change/watch pocket, strip the garbage cuff rank etc from it and you would have a good tunic, as long as the cuffrank did not leave any traces.
Funny it has cuffrank and rank on the sb's....

Probably worn as ‘fancy dress’ or for a badly researched TV or theatrical production. As Jerry says, with the incorrect insignia removed, it would be a collectible Service Dress jacket.

Unfortunately it would likely leave stitch marks upon removal of the garbage.
Tunics were still made during the war with watch pockets etc., but it might be a little earlier as well. Note what appears to be a US fourragere for the Belgian CdeG. CB

It is named to Walters, Walter Mitty would be more accurate.
