IS THIS A CADET BADGE?

I was hoping that one or more of the Forum members could identify this badge. I have 'Googled' the motto to try and find a connection with a school that may have had a Cadet Corps, but without any success. I have scoured my reference books, but again hit a proverbial brick wall.

Any help would be most gratefully accepted.
