So yes, both navy and Merchant navy used stripes on kit bags.

I can't find any information to indicate that the Navy or Merchant Navy issued the white kitbags with stripes , it is possible that some people/saliors "acquired" and used them.

The Orion was requisitioned as a troopship in 1940 and carried RAF personnel , so the crew may have 'picked up' some kit bags for their own use.
