Default MKII helmet with painted insignia

Does anybody know what the badge could represent.

The helmet itself is a British, WWII liner and strap but could have been used by other countries after the war. I've not seen anything like it before.

It is listed on an American site and the actual helmet is Canadian .

A collectors site states :

Maker marked "G.S.W." (General Steel Wares). With the marking D P & H, this helmet was made for home service of a softer grade of steel. It was intended for Air Raid precaution personnel etc. The DP & H stands for Department of Pension and Health. These helmets were not worn by the army and were not sent overseas.

Thanks, I should have spotted GS&W is a Canadian manufacturer, points to it being some branch of the Canadian Navy.
