Unknown education badge

To all members who know about these things.

Can anyone please tell me anything about this badge. I have discovered that the coat of arms is that of the City of Glasgow, Scotland. On the scroll below the fishes is 'Let Glasgow Flourish'. It is solid 'brass' with 2 lugs to the rear w to e. 2 inches high. Over to you!
