The tartan backing would have been worn on the Tam O'Shanter. Many Scottish Regiments, even worldwide today, still carry on this practice.

And how about the piece at the back of the tartan? Just to make more consistent?

The backing "stiffens" up the tartan so it dosnt fall over the badge. It will also prevent the tartan from fraying. I use iron on repair patches and works quite well.
