Would Devon R. on a WW1 victory medal mean Devon Regiment?

I will not say that it does not mean it (who knows what people mean realy when they say/write something), but that would be a bit sloppy, because the designation is The Devonshire Regiment (1881-1958).

Yep. "The Devonshire Regiment" = 'Devon. R.' on British War and Victory Medals.
It's the usual style abbreviation for regiments with that type of title: Suff. R, Wilts. R., Ches. R., Glouc. R., E. Lan. R., Hamps. R. .. and on and on.
