War Department Fleet Officer cap badge

I am looking for a bit of background on this badge, period, value etc as it's not something I have seen before.

Hi

Period - Late 1910's to early 1920's
Ex Royal Navy Officers hired short term by the War Dept to clear mines from harbours etc that had been layed during WWI.
Value £50-£60 in good condition
