unusual rising sun hat badge?

hi all
been offered this badge which i am sure im going to buy.
its unusual as from the front it looks like a ww1 period gilt badge and the back is similar to the silver and gilt badges i have, however, it looks like it had pins at some stage?
any thoughts? the gilt on the front is better than the pic shows

i bought it.
unusual as i said and i would like to repair it but wont as i dont want to damage the gilt.
