Default 17th Lancers. Unusual construction.

I got this badge from an old frame of badges which seemingly was put together around the time of the Boer War. This 17th Lancer cap badge is of rather different construction to other examples that I have seen.
Can anyone throw some light on when it was made and by whom ?
