The seller of the GSM Dhofar Bar is a very well respected dealer and I can't imagine anything untowards going on. What I suspect is that this is a case of a double issue and the soldier concerned has been issued the same medal twice but with different bars. It is not an unusual occurrence.

I would say what you are suggesting is an exceptionally rare occurrence.
The disc is the same. Study the toning. In particular the darker patch between the rim and 'BETH' and 'II' |

When l had a lost medal replaced, after my units name it had a R for replacement. So l would think if there were two medals one would have the same R.
